Ok, this was soooo disgusting that I bought it when I foound it on a vendor. Any known uses other than vendor fodder. Couldn't find it, though I admit my search was cursory.

It's a relatively common drop in Plane of Disease. I saved a couple just in case, but I suspect it is just vendor loot.
