I am a little bit confused...On a rallic pack it says trivial is >7 <=15 does this mean if you are trade skill lvl 16 or higher you can NOT create this item?

Not at all.
that means the trivial is >7 (greater than 7) and <=15 (equal to or lower than 15)
Basically it means just about anyone can reasonably expect to succeed making the packs. The higher your skill the better though.
