With each new expansion, there are new recipes. That means there are new recipes to learn. Do we need to learn even more recipes in order to reach 350, or does the number of recipes needed stay the same, but there are just more recipes to choose to learn in order to reach 350? or will the new cap go up to 375 to accommodate learning all the new recipes?

Not sure what you mean. The lists here are complete recipe listings. There are rules as to what does count and doesn't count. There are a few people who have put together more detailed tools and have shared them publicly. Some recipes that have been confirmed either not to count or "are not learned" have notes added to them.
