Is there a list anywhere (Ive searched all over already) that specifies exactly what level of smithing or tailoring you need to be to see/purchase the different levels of cultural armor books on the tradeskill book merchants?

I am level 71 and have 300 Tailoring and I can only see up to Elaborate. Help???? I really want to make the Elegant Armor to be able to wear at level 75 and the Sublime Symbols, but I can't if she won't sell me the scrolls.
HELP!! So frustrated right now. I've worked so hard to get to 300 to get this armor and now it appears I can't?????Comment

Did you look on the new discoveries merchant as well as the tailoring merchant that are standing outside the library in PoK?Shawlweaver Sphynx on Cazic Thule
