What besides cultural armour combines has a better chance to skill up?

I was wondering if there was a list somewhere of items that have positive and negative modifiers to getting a skill up?

I know Cultural Armour combines have a skill up mod, are there others? Are their things that one would have a worse chance to skill up on?

I believe nothing else offers a better chance to skill up.

Some items do have an inherent worse chance to succeed, for example:
Polishing Omens of War stones
Instruction Parchment
Scrindite's Instruction Ink

Do all cultural give skill up (I.e. req 55+ cultural) or is it only the req/rec 55/60 and the 65/70 that give a chance. I remember them being 5% and 10% respectively or was that removed/changed after the Cultural revamp? And does the newer stuff also , 71+ cultural?
