Apply poison skill

What does the skill apply poison do to benefit you as you raise it?

My rogue is a little over 150 now in apply poison and he seems to apply it a little quicker now, is this the benefit of raising the skill or is it just my imagination that it seems to be quicker?

It only applies to the old single shot poisons, that are realistically no longer being supported. As far as I am concerned it is a "dead" skill.
