The chance to gain a skill-up on a success is dependent on your skill. The higher your raw skill, the lower the chance to skill-up. This can also be affected by items that have skill-up bonuses attached to them.
The chance to gain a skill-up on a failure is based on your stats and cannot exceed the chance to gain a skill-up on a success. Higher stats improve the chances of gaining a skill-up on a failure. Your highest stat out of wis/int is used OR if the skill you are working has a secondary stat is used. Smithing has strength as a secondary stat. Fletching and poison making have dexterity as a secondary stat. Below is a list of what stat you need to achieve to obtain the same chance of a skill-up on a failure as on a success.
