I've grown weary searching these forums for an answer:

Sacred Symbols ... Recommended level 60 / Required level 55.
What character level is required to be offered the quest from the task giver?

You have to be within 5 levels of being able to use the symbol to get the quest for it.

Shawlweaver Sphynx on Cazic Thule

You have to be the required level to get the task. (5 within the recommended)
