Fishing: Skill MOD

Greetings!
With close to30 stacks of fish, in a nice spot at Corathus Creep, I'm about to reach 200 at fishing.
Question is, I have the Brell's Fishin' Pole (wich adds +3% to Fishing and let me summon all the stacks of Ale I'm drinking) to be used after all my Collapsible Fishing Pole (+5% MOD to fishing) break.
My question, I also brought a couple of stacks of Animated Bait, but no matter where I place them, not even when I cast a line I seem to get the extra +3% it offers.
Won't MODs stack?

no. mos only chose the highest one you have. Otherwise people with say all 3 of the 15% smithing mod items would get a 45% increase..
