For the symbols do i have a skill to make them or do i have to quest them for the pattern book and what about the armor is the book pattern purchasable or is it quested?

1) Symbols... you have the skill to make them (when you buy the book in PoK), but you must do the quest to get the pattern book.

2) Armor... the standard armor pattern book is used for all levels of armor, even the newest levels. It's just a matter of getting the rare metals.
