Its for cultural - so global, right? Not restricted to a specific expansion or mob or zone? Just mob level?

The tiers are really kinda fictional, for instance some tier 2 zones are a LOT harder than others. But the official answer comes down to:

Tier 1 is, not surprisingly, the ones nearest Steamfont: Loping Hills and Dragonscale Hills and its instances.

Tier 3 is The Steam Factory, S.H.I.P. Workshop, and Meldrath's Majestic Mansion.
Tier 4 is Crystallos.

Add gyrospire zeka to Tier 3 though I think it has no NPC's in it the match so it probably does not drop any.

Merloc and most of the other team felt that this stuff was too powerful to allow the drops anywhere, so the bulk of the drops are restricted to SoF T3 and T4 zones.

Thalasiss, Sea Serpent mission. Just once out of 5 missions. I think it was off one of the four named. Usually one of the last named we get to drops a thal ore.

Before the fix it patch, we had TWO drop off of ONE instanced - Evidence of Unity. Since the fix it patch, have not seen it in there, but again I haven't been doing those so much lately anyway. I know that we are desperate to find it and not having any luck.
