From the recipes, it appears that marrows/loams/spinnerets can be used to make either a cultural symbol or to turn a cultural template into wearable cultural armor. My question concerns the "in-between" tiers that make templates but not actual wearable armor. Can these be combined with marrows/loams/spinnerets or does that only work for the 4 wearable tiers?

Only the four tiers with cultural armor (tiers 4, 6, 9, and 11) have uses for those tiers' loam, marrow, and spinneret fluid. There is talk of converting other recipes to this system and thereby adding uses later, but this is likely on the long term things-to-do list.

And the information that has been released so far about the Tier 12 and 13 loam/marrow/spinneret fluid is that tier 12 will be symbols only while Tier 13 will be armor and symbols.
