I have a 189 skill and the only books I can see on the vendor are blessed symbol, revered symbol, ornate armor, and simple armor. Highest "difficulty" is 186 thus nothing that I can use to skill with.

I can not find any recipes for templates either

Am I doing something wrong or is the skill level check wrong on the vendor?

I have a feeling you only checked one of the vendors. The smithing books are on one vendor, the tailoring books are on a different vendor, while the symbols and templates are on yet another vendor.

I found the template vendor. Looks like I will have to farm some natural silk to skill on templates for a while.

Any idea when (skill level) the next armor book will be visible?
