Well for one, some of our "Avatar" accounts showed up on the initial launch, and those for sure have inflated skills (like say my avatar character on test). I certainly for testing don't have time to work my skill up first when I have maybe 5 minutes of time with which to test and get on with things... so... poof new skill!
That is most of what we changed right at the beginning... a way to get the avatar accounts off the list.
