folks seem to say that the 70.x spell missions it drops more (7 in 25 according to one report)
But it's pretty much RoI, spell missions, DSK, Demiplane, ToB. So if you are trying to solo ... yeah not so much.In My (Not Always) Humble Opinion, except where I quote someone. If I don't know I say so.
I suck at this game, your mileage WILL vary. My path is probably NON-optimal.

Near zone-in of RoI is your best bet. There are several gargoyles on ledges there, they can be solo pulled. I'm able to solo them, but I'm well-geared. You could try duoing them with a complementary class and splitting the dusts, or burn all your discs and special abilities and kill one at a time then leave. The drop rate isn't bad, about 1 in 3.Comment

I had good luck at the zone in of ruins of ilsalin, there's like 4 gargoyles at that building where you succor to, all can be single pulled carefully, just fought them on the side above the water. It was usually a 1-in-3 or so drop rate.
There's others throughout the zone in various places like that and all are pretty easy to get to using levitation.Comment
