The combines for the Corrupted Shissar <weapontype> items is in deed a no-fail combine. I just succeeded with a 0 smithing skill.
Additionally, the current data shows the combine can be made in Forge, Tanaan Forge. The "New Tanaan Forge"(s) in PoK also work for these combines.
