Seems the only thing the mobs drop are Cloth Caps now a days? Is this normal?

I swear every expansion, somehow this old Kunark zone is affected. The jesters are playing with me!

It is broken and they are aware of it (though I thought they fixed it :/ )

The wizard spell vendor in Katta Castrum was selling cloth caps too; maybe the new teleport spells aren't in game yet.
