Charms that are based on stats, like this one, will update as your skill (or level) increases. Sometimes you need to unequip/equip or zone to reflect the new stats, but neverthless, it will "grow" with you.

So far holds true.
Artisan charm + Slipgears gem + LDoN charm = teh win.
Unless a breaktrough comes fourth on that lodestone, the LDoN aug is vastly easier to max. +8 to all stats = nothing noticable for 99% of the players. The +2 to all saves difference is a ouchy though. LDoN aug needs a saves upgrade with a badness. But the HP's/mana it gives over it kinda makes up for the -2 less saves.
Get a solid group of people you like that are willing to do LDoN's, you can power finish your LDoN aug in less then a month, 2 months if laxxing at it. With XP reformed the way it is now, LDoN's are actually decent XP now... well I have not tried one on my mage yet at level 75. I better get crackin and see.Cariella - Level 55 Drakkin Warrior on Tunare.

Aspiring to become the first 300 Drakkin Smith/Tailorer on Tunare. And succeeded
Making GM smithed/tailored armor on Tunare for very reasonable rates on the following races, Drakkin both smithed and tailored, HIE, both smithed and tailored (only smithing 1, but salvage 3), Human, tailoring only ATM, Wood Elf, any combine, master artisan. Please contact me in game by mail or tell.

If you are at 250 tradeskill average (which means 75% value on the charm) does it also reduce the values of the augs in the charm? I'm just wondering if the skill code affects this stuff the same way recommended levels on items degrades augs inserted in them.--Zumbenn of Quellious

Granted you might die a few times if you cannot DA, but trying to get a full group to do 100's of LDoN runs (for those starting from scratch on it) will take much much longer and be much much more difficult. I, for one, find it simpler to run around doing an exploration quest during my free time for a weekend than begging people to do LDoN's while they are all trying for TSS spell drops.
