Skilling up past the 250 range, do you have to go above levle 65? Not a big issue for my mains, but I have a little baby ranger that I have been working some fletching on. So was curious if I need to bother until I get him to high level.

afaik, no you dont have to be a high level..
for multiple ones above 200 you need the AA hehe
least i HOPE you dont need to be high lvl for the 300 skill cause eventually im making a shaman so i can make my own DS potions

Nope, other than class- and race-based tradeskills not being available at first, level doesn't have much to do with it. Theoretically, a level 1 character could max out the tradeskill of their choice, but I wouldn't recommend it. Low stats and the inability to get even the most basic ingredients unassisted would be a real pain.
