The focus will work provided that you meet the minimum level to equip the item, if there is one, regardless of recommended level. This only holds true for the focus though, any numeric attribute (mana regen, attack bonus, stats, hp, etc...) will scale accordingly, with a minimum value of 1. In addition, if you augment something, both the augment and the item end up with the min/rec level requirements.

I learned this the hard way when I augmented my Shield of the Silver Serpent:
      AC: +40
      Dex: +8 Sta: +9 Cha: +9 Wis: +9 Int: +9
Fire Resist: +8 Disease Resist: +8 Magic Resist: +8 Poison Resist: +8
      HP: +50 Mana: +60
      Mana Regen +3

with a Greater Dream Delver Stone:
      Mana Regen +3
      Recommended Level: 70
      Required Level: 63

I ended up (at level 63) with
      AC: (36)+40
      Dex: (7)+8 Sta: (8)+9 Cha: (8)+9 Wis: (8)+9 Int: (8)+9
Fire Resist: (7)+8 Disease Resist: (7)+8 Magic Resist: (7)+8 Poison Resist: (7)+8
      HP: (45)+50 Mana: (54)+60
      Mana Regen (5)+6

My shield's stats actually got lowered because the shield became recommended level of 70 just like the augment.

Interesting to note...never even considered that situation.

This is also true if you use a mixture of rec/req level items, such as DoN armors and Augs.

My Cleric went from maxxed stats on his expert's DoN armor curass (req35/rec40) untill he equipped a master level augment to supplant the expert's level one he had equipped. All of a sudden, the entire piece of armor was req55/rec60, so I loss AC. Most of the other stats stayed close, but the Mana Regen 1 is worth it, if you ask me!

Putting a Minor effect on a Radiant Cut will reduce the rec lvl from 60 to 50. This is a good trick to use if you want your whole piece of armor to remain at rec 50.

e.g. Want a +45 mana aug but don't want to bump up your piece of armor to rec 60? Wear a Radiant Sodalite of Minor XXX instead.
