Vah Shir citizenship

I need to know: I am vah bst. I gave tax seal to Bindarah BEFORE I even got my slate from Mignah. When I gave Bindarah the slate, she gave me nothing back. NO letter to the king!
How can I fix this problem?

I'd petition to a GM, and see if you can get the items back (not really sure about how quest works).

You can also make a new Vah Shir (any class will do). Have them run the quest till they would have handed in the tax cert and the slate. Have them hand in the tax cert, then goto the BST and hand in the slate from Mignah. You'll be handed a letter for our king if all went well.

There are times when someone has missed part of the quest, and as such you'll end up with an extra Mignah slate or tax cert. For this, I suggest paying careful attention to your inventory.

This method can also be used to MQ citizenship for other races. Just remember that in order to do the progressive weapons quests, you need to have a hand in with a guild master in Shar Vahl at some point to continue it. As such, only the six classes that begin in Shar Vahl can progress through them. Other classes are precluded, sorry. And the cloaks towards the end become tagged as Vah Shir only for the race, just so you know.
