      Hmm.. lessee...

      Careful with the gem cutter, I believe it's also consumed in a quest.
      Pie tins are sometimes consumed in recipies.

      Sigh... you've already got all the ones I keep in my bank. I'll have to think and see if I can remember any odd ones.

          It would only be an issue for recipes you haven't yet learned. There are actually plenty of other recipes that only differ by which tool is used: all of the PoR gem cuts, PoR fletching with one or two laminator rollers, and old fletching with whittling blade vs. planing tool are the first ones that come to mind.
          There are enough different reasons he could want the list that I figured it was best to list them all (My personal bet is bags summoned from GM trophies coming with tools).

                  For clarity, I would assume that a tool is defined as an ingredient in a recipe that is also returned on both success and fail. Is this correct? If so, I'll start assembling a list.

                    It's been a long time since I did the shawl quest, so I don't remember the lore about this combine. However, this may just be a bug that was never important enough to fix. I'd be inclined to call a pot a tool.

                    Further, as Ngreth says, it's OK if the tool is consumed in 1-2 recipes so long as it's returned on the vast majority of recipes that use it. There are a few tools like that; the corking device is one such that comes to mind. It's almost always returned on a brewing combine, except that it's consumed when you use it to make the old-style brewing trophy.

                      I don't do research, so I'm not sure about this. However, when scribing the cultural patterns, the recipe uses a quill that's returned on success. (You can't fail this recipe.) In research, is a quill always returned on both success and fail?

                            It would actually make more sense if quills were consumed on the cultural recipes, since they are consumed everywhere else.
