What /boggles me is the folks who offer 260pp or less for Blue Diamonds....

...NPC's will buy BDs for ~232pp...and frequently I am getting BDs by vendormining them, so I am paying ~262pp....

..Now, my JC is 300 so I am more willing to part with them now than keep them for personal use...BUT....offer more than 260pp guys, or I'm keeping 'em!

Not real sure why you'd be surprised by this. Most of the people in /barter are wanting to get the items at a good price (some are insanely low, but still). In this case, they are offering MORE than the vendors will pay, but LESS than the vendors will sell for...sounds reasonable to me. Just because other people overcharge doesn't make reasonable prices too low.

To be fair, I can also see your side of the arguement...hang on to things if you don't like the going rate...someone will pay more.
