Unfortunately, no. There is not one particular place in Norrath where those much desired gems drop on a consistent basis. The very best I can do is to post this link from Allakhazam's. It's a list of what critters and zones from which this gem can be obtained:

Just check it out and decide for yourself where and what you'd want to hunt.

Blue Diamonds
A long time ago when Iused to hunt the werewolves in plane of nightmare they used to drop fairly well there. I am not sure if the drop rate was nerfed or not. But as a druid, it was just charm a bird and slaughter them all. Pretty easy farming.

PoJ basement was my most reliable spot- good if you can get exp there because I wouldn't call it farming by any means (similar to getting crushed diamond dust)Heynanni Majere

When PoP was released, there was a flood of BDs in the market. So much so that you could find all that you could want on vendors.
PoP zones still have the best rate of BDs but so few people still hunt there.
IMHO the best place, but difficult to get there solo (unless you can FD). PoN caves, off the mephits past the second drop down. Quick respawns and the *majority* of the them do not summon and are rootable.
Their loot table is small. As I recall, they only had 3 gems (peridot, diamond, Blue diamond) plus mephit blood, hide, and the ever-elusive midnight stone. Many of them would drop 2 items from their table.....

I've seen Nadox suggested for BDs in a few places, but 8 hours or so killing near Hate's Fury trying to level my evolving item netted 0 of them. Not sure if this was just my luck or there are different rates for different mobs.
A previous few evenings killing in Grieg's End netted me a stack of BDs...not a lot for the time involved, but relatively easy/fast kills.Reorx Holybeard, 75th Dwarven Cleric of Brell (Tunare), Lord of Unrest, Bane of the Undead, Drinker of Ale...

I was killing the creatures underwater in Natimbi one evening as an easy solo. Four BDs dropped. I went back several times and tried again and never got one.Flatley Riverdancer
