Block of Velium changes

Ok it was another Designer that thought he copied it, made a new item and changed the new item... but instead changed the existing item by mistake. It is meant for something specific which I will not go into. The new stuff will likely not be Tradeskillable as it has a specific intent.

He changed the Huge Block back to a Block. The change will not happen until the next patch which is a ways away. (since the size change does not affect much since it still fits in a Forge... and the weight is just inconvenient)

This change went live in the PoR patch.
