For GM Barbarian book, says loot 80 Rough Patch of Goblin Skin. Have looted them in non-instanced zone with no credit. Tonight did Have Note will Travel expedition and no credit. Where am I supposed to loot these from?

Has to be Stillmoon instanced version, if memory serves. And, again if memory serves, Have Note Will Travel is delveb, not stillmoon.

What mith says is correct, shmy in my guild has had the same problem as you bonkr.

Do Sickness of Spirit or Diseased Puma missions. Plenty o' stillmoon gobs to kill and they even respawn in the Pumas instance.
