Check the merchants in Felwith B. I think you'll find more than one merchant carries this product and what you're seeing is simply an incomplete list on the website.

Three days ago, I was in Oggok, and one of the shaman vendors in the tunnels to the left as you walk through the outside part of town has blessed waters of Cazic-Thule and Rallos Zek. It's true that the waters aren't available at every guild, but I've found all of the necessary ones in virtually every city. For example, there's nobody selling Blessed Water of Bristlebane in the cleric's guild in Rivervale (even though all Halfling clerics worship Bristlebane), but it's for sale from the Deeppockets in the rogue's guild area of the tavern.

It's also for sale in Felwithe (the caster area, magician's guild if I recall correctly) and in Ak`Anon. I'd also suspect Qeynos and Freeport, but I can't comfirm those.
