Not posting this to submissions forum as one of the Devs in the EQlive forums said they were planning on patching the quest to modify it.
I tried doing the useless cloth cap quest in toxxulia until i got a fractured femur, and recieved my Ancestral Halfling Armor book. If you feel like trying the quest, just track and kill kobold scouts until they drop a useless cloth cap, and then run to paineel and give the caps to the skeleton miner on the left. If you RNG favors you, you get a fractured femur. It has an identical name to the fractured femur that drops in runnyeye, but this one actually works.
Now to start making stuff...
