One of my dwarf characters was in North Qeynos last night and encountered a new NPC with "tradeskill quests" above his head. I conned him--indifferent--and hailed him. He wouldn't talk to me. Anybody know anything about these "tradeskill quests" from this new NPC?

Could get first 3 lvls of quest at 67, can't get the top one.
Also founf the NPC in Freeport (my hometown) wouldn't talk to me but one of the two in Qeynos would. Are they faction based still or skill based?
