Use of OoW augs (a ?)

If you put an aug into a slot and then solvent it out (using reclaimable solvents) can u then upgrade it? So for example radiant citrine of minor sundering put into an item. Later get a discord scoriae (yeah right). Can I take it out (in Cleave 1 form) and finish the craft to get pure sundering (Cleave 3)? Or do I have to wait and do it all before installing it?

If you are a rogue or a shaman and can do the upgrade yourself, you can. You cannot pass it off to somebody else to upgrade however.

Equipping an attunable augment makes it no-drop, and you can not remove the no-drop tag, so yes, you have to be able to do the upgrade yourself, but if you can, then th answer is yes.
