It seems that once a recipe is in your favorites, it no longer checks for required skill level on combines. I just raise my tailoring from 210 to 212 on swatches, at 210 I forgot my geerlok at first and got the 'lack the skill' message. Put geerlok on, learned the recipe, and churned out enough to hit 212. I then unequiped the geerlok and went to rez a guildie. When I came back to finish up my supplies, I noticed it let me combine via the new interface without holding the geerlok.
Not exactly earth shattering, as you still must have had the required skill to get the recipe into the db to start with, but wanted to mention it.
