I like to look at it from a legal angle

de jure - actual skill level of 250

de facto - effective maximum skill level of 252

This way, with Smithing at 246 and a pair of the VT gloves, I am a de facto GM Smith.

No way did my legal education go to waste!

If someone can have a higher skill than I can have, then I don't think in terms of me being a grandmaster. I haven't decided if it's max skill I go by, or however you can achieve 252, but that would be my standard.
