Clockwork Sculpting tool

Supposedly this is an item needed to combine various GoD gem shards you get for completing the different zone quests. You combine the gem shards in a Vaifan's Experimental Sealer with a A Socketed White Crystal and the tool.

Wondering if anyone has any info yet on the sculpting tool? I have heard it is a JC item but the name implies that it may be tinkered? At any rate, I am interested in finding the tool.
