I would like to apologize for my comments made on the patch message post.
I did not have correct information. And reacted poorly.
The new ui is allowing you to do higher skills. You just need to do it successfully a couple times before it is added to your recipe book.
Actually i think that this is a good thing as it requires the crafter to do some research.
