What is a HighKeep Flask used in or for?

I was on my Ghoulbane quest and while going through HighKeep I seen a number of dead guards so I looted the ones I could. They all had HighKeep Flasks, I tried to find what these are used for and could find nothing.
The same with the Rainwater on th Gnolls in WK. Any answers would be great ..... Happy 2004 everyone....Nukya 40th Paladin
