Whatever happened to instrument crafting?

Instrument ingredients are still on vendors, and have been since the game began (I think). Was there or is there any plan to craft instruments as a skill?

Originally there were plans for instrument crafting. Pretty sure it was slated to be a Bard only skill. It, like several other things, were scrapped before release. No clue if there are any plans to re-implement it at any time, but given the multitude of instruments already in the game, it's probably not necessary.
