If I remember correctly the new tanaan AA was added right BEFORE PoP thus anyone can do it...

Correct. I noticed this on the day before PoP release.
There was a patch about a week before hand where it was believed to be stealth added (it didn't show up in patch message until PoP release).
Since it is in General instead of one of the 2 PoP tabs, all you need is Luclin to activate it.
