Hmm..any STAT or INT & WIS for skill-ups?

Sorry to bring this up since it seems a bit like the proverbial dead horse to flog, but I need to ask.

Was it not so that ALL tradeskills depended upon the highest of INT or WIS?

I keep hearing:

DEX for Fletching
STR for Smithing

Yet I know I have read at least as many times that the only thing to worry about is INT and/or WIS.

Could anyone clarify?

For all tradeskills, the highest of wis or int will determine skillups. When smithing, the highest of wis, int, or str will determine it. When fletching (and poisonmaking I think?), it's the highest of wis, int, or dex.

Basically, what happened is that warriors, rogues, and monks don't need INT or WIS at all, so it wasn't fair that skill ups for the skills they used the most were dictated by a skill they had no use for. So they changed that to allow for the skills they use, like STR or DEX.
