There is no best race or class or tradeskills in general. However, if you want to make a character that is build around smithing as a theme certain classes and certain races have distinct advantages.
First of all, there are several races without cultural smithing:
Vah Shir, Half Elves and Frogloks have no cultural smithing at all right now. Gnomes don't have cultural smithing, but have tinkered armor that is comparable.
Wood Elves, Halflings, and Erudites have only minor cultural smithing which supplements their racial tailoring skills.
Trolls have no cultural armor, but can make nifty cultural weapons.
That leaves Barbarians, Dwarves, High Elves, Dark Elves, Humans, Iksar and Ogres as the main 'smithing' races.
The key element of cultural smithing is enchants and imbues. Barbarian and Iksar cultural does not require enchanting, but does make use of imbues and being a Shaman would allow you to do these imbues yourself. Ogre Shamans as wells as Dwarven and Human Clerics also have an advantage in being able to imbue their own stones, although you will need to track down an Enchanter to prepare your metals. For Humans, High Elves and Dark Elves you also have the option of being an Enchanter and enchanting your own metals (although you'll need someobdy to imbue for you). For humans, this is only a marginal benefit; however, for both Dark Elves and High Elves you gain the advantage of being able to wear your own merchandise (caster wearable chain). Of course, to take full advantage of cultural smithing you'll want to align your Chanter with the proper diety (Tunare for High Elves, Innoruk for Dark Elves).
From a purely role-playing standpoint, which is what it sounds like you're coming from, there is no best choice. A burely and exotic Erudite smith is just as playable as a Dwarf. Cultural smithing does factor into what you'll be able to do with your smithing skils, but it isn't a limitation on your advancement (well, not a hard limit).

I'd say human for the sheer variety, or Dwarven for the RP aspect. Personally, I went HIE Enchanter myself. High natural INT, nice cultural armor, and hot, hot female clerics everywhere....Master Iannyen Sparklybitz

It's an easy question.. and easy answer... which Krazick got the first part of... the second part... play the class and race you will enjoy. There is no "tradeskill" class, eventually, you'll be hunting, raiding, and adventuring... you need to pick a class and race you'll enjoy.
