The no ground spawns thing just means that you're not the only one going for them ... and foraging is always REALLY random ... some days you get lucky, some days you're seriously unlucky. :/
yew leaves spawn and stay until picked up. they spawn in trees, ontop of trees, and other places out of sight many times. I've noticed when the server has been up for a while the leaves tend to be mostly inside of trees because folks have picked up the visable ones. They do respawn (to maintain a steady number).
On a fresh server up I did about 1 every 10 mins with full search mode going (light source, at night, overhead view, green up, blue/red down). After a week or 2 of the server being up I'd do about one per 30 mins or less. News from the underground at the time did confirm that many leaves were indeed stuck in trees.
I was in WL the other day and picked up 3 real quick on my way from SS to Kael, but my days of hard core yew leaf collecting ended when I hit 250 around when luclin came out.
I doubt anything has changed. I'm curious if someone is using a cheater type program and running around grabbing all of them... check the bazaar; see if anyone has like 4 stacks or more for sale.
After spending many many hours in WL this past week hunting for tigeraptor furs, I'd definately say something is wrong with the yew leaf forages at least. I have foraged 1 in about 25 hours there!
I was there for furs, not leaves...but I'll check the ground spawns next time I go and see if they're any better/worse than usual.
Edit: After 2 hours running around...I found one ground spawn.

The turning of green colour up on the monitor didn't seem to help at all...but that could just be because there were no leaves out to be found.
