I've heard someone say that you can train research all the way up at the trainer. I've also heard that you can purchase your way up in poison from someone in Highkeep. Is that true? Are there any other tradeskills that you can buy points all the way to the top?

there are different types of skills in game.
Normal tradeskills are: Baking, Brewing, Fletching, Jewelry, Pottery, Smithing, and Tailoring. You can buy each of these up to skil level 21, and no more.
Class/racial restricted skills are: Alchemy (shaman only), Poison Making (rogue only), Tinkering (gnome only), and i guess you could class Research (Intel classes) in them. These have a skill level cap based on the level of your toon, unlike regular tradeskills. these can be bought up (although i'm not positive on tinkering, never having played a ggggnome).
Alcohol Tolerance, Fishing, and Swimming are not considered tradeskills, although fishing does things that can be made via recipies. These are skill level capped as well, based on your toons level.
So as a general answer: the primary tradeskills cannot be purchased past a 21 skill level.

Both of these are 100% false.
Tinkering is a long, drawn out battle to 250, even with the recentl additions with LoY and PoP. Gnomes start their life with 50 tinkering, and can never, ever, ever train in it at a trainer.

Depends on what you mean by bought.
If you mean trained at the trainer, this thread has thus far been pretty good at identifying the skills.
If you mean, buy the parts from a vendor, hit combine, no hunting involved at all, well, the list expands a bit. Fletching can be taken to 250 on storebought components, as can JC. Brewing can get close. The rest you have to hunt for parts, be it in the wild or in the bazaar.
