On Prexus, according to a GM, all of this is a bug related to adventure merchant code. Appearently they tried to use similar code like normal merchants use, but IT wouldnt work. The repeated server downs on Prexus are common, so I dont hink much about it. The vendor limit was also a bug I was told, and should be fixed with next patch.
