I talked to the 1/2 elf in POJ and unfortunately he gives no further clues as to what the entire recipe might be. Only the Centaur gives indication as to what pieces might be, but the clues are sketchy at best.

Could someone try giving components to him to see if he keeps them? If im not mistaken quest mobs will return unwanted items but keep items that are needed for a quest. Therefore it would seem if we know what he eats we can eliminate pieces. Just a thought and sorry if it dupliacates other comments.

I dont believe that this will rule out the fact that it could still possibly be a quest. He will not give you the actual recipie, but gives enough vague details to acquire items that fit his description. He, afterall, was the one that made the arrow.

Completely unfounded theory, throwing it out there for the heck of it :

The items to make that arrow all came from the Plane of War, but were not transferred into the Plane of Tactics with Vallon and Tallon Zek when they could not get the PoWar to work correctly.
