That was two steps, Nimphe.

Actually, the arrowshafts are under Smithing--->Basic weaponsmithing.
Plus what you need are small BRICKS of acrylia, arrow shaft mold, and flask of water(yields two shafts). Under "assembly" on the fletching page there is a bit of small print that explains that there is only one combination that works for the acrylia arrows:acrylia arrowshafts, condensed substance arrowheads(Ice, fire, or shadow, made by smithing. The receipe is on the same basic weaponsmithing page), small nocks and sheild fletches.
The small pieces would make a tailor happy though. They are used for acrylia studs, for acrylia studded armor.

Well - you can 'make' small bricks by using smithing - use 3 small pieces - and water in a forge (the pieces unstacked of course!) and viola - a small brick! However - it is not an auto-combine - and I am not familiar with where it trivials - though I would guess it is listed here somewhere....
