At the Orlando Faire, the tradeskill guy said he thought Wood Elf fletching was already in game, well before it was actually live.

There's a good chance that something may have been designed but not implemented yet and that's what's being refered to. Or that the quest/recipe from the prisoner in PoJ hasn't been properly implemented yet as no one has found the drops in question.
