Ok, I don't know what to make of this but I had some strange behavior from RNG doing fletching. I have been doing PoR combines in order to get to 300. I have been doing PoR combines since I was about 287. I had over 1000 combines and only got to 295. I just got frustrated about the whole thing and was about to give up. I thought I'd give it one more chance but I decided to change things a bit.

I almost always had my tribute on. This meant 10 more points added to my wisdom, from 400 to 410. Today, I decided not to use my tribute and got 3 points in about 40 combines. It's first time I had that many points since 285 or so skills. Since that time, I was averaging over 120 combines per point, and most of that was done with the tribute on.

I am wondering if increasing the wisdom cap by 10 had weird effect on skill ups. If I did couple of hundred combines, I would say RNG effected the outcome. However, I feel 1000+ combines over 10 separate sessions is not a trivial data.

As many of the discussions here lead, with the RNG running the game, a few 1000 combines is not a significant enough number to show a trend. Fletching still holds my worst point, 488 non-trivial combine for a single point, and others have reported over 1000 combines for a single point.

It is frustrating sometimes, but it is the system that is in place.

As for whether or not the tribute being on does have an effect, I have never noticed even the slightest change (nor have I heard of any. You can always post your concerns on the SOE website and see if you can get an official response.

Fletching is has the worst skill up rate possible, expect 1 per 50 or so. Unfortunately, that low rate means those unlucky enough to be on the wrong end of the bell shaped curve will have just the same kind of experience you are describing here.

When I was skilling up using GM trophies at 5kp a pop, 299 to 300 took me 200+ combines, so I feel your pain.
