If you're lucky enough to be a Karana worshipper, aye, take that route.
If, like me, you're a Tunare-worshipping Ayr`Dal, your choices are many, expensive, and slow.
I strongly recommend sucking it up and doing the store-bought bows to 282.
Class 7 Drakebone drakespike arrows: requires drake wing bones, drake-spikes and girplan feathers. I've not had much luck trying to farm my own, and since the advent of the new trophies, these sky-rocketed in price.
Elemental bows: If you can solo in Water or Air or Earth, you'll be fine. Don't bother with Fire, as the drops required for the bow string drop only off of named mobs.
Bazu bone bows: Not too bad, requires a bazu bone and a murkglider sinew, but I have yet to see either drop. The ones I've made have been made from bazaar bits.
PoR bows: There are several trivial steps with these. I've had good luck foraging while soloing in the Ruins of Takish'Hiz, and occasionally running to Elddar Forest to check for groundspawns. I've been trying to stick to the Oak Treant bows that trivial at 291, and stashing the rest of the parts against future needs.
By working on a combination of all of the above as often as I am able, I've managed to get to 289. Unless you have plat coming out your ears this will not be a fast process.
Good luck!

Also, if you can get ahold of the horse hooves, you can turn the desiccated staves in to laminates, which will give you four combines for the price of three...
3 dropped/foraged staves = 6 Laminates
3 Laminates = 1 Bow staff (trivial 300+)
Actual bow recipie (trivial 300+)
