Is this still possible with removal of Fier Dal Fletching kit?

Since it hasn't been removed on live (that I've heard of), I must assume you mean on progression server.

If on progression server, you can assume that it is blocked until unlocked. Since the cultural tradeskills require cultural items (like the Fletching Kit) it is a safe bet to say it cannot be done (yet).

I thought I saw a quote somewhere from Ngreth on the EQ message boards that you can't make or buy the old cultural kits anymore and that the existing ones are non functional.
