Shadow. Shadeweaver's thicket, in the caves. Just clear out the mobs when a friend tells you it's late day on Norrath, then the Shak Dratha will spawn. Can get a couple stacks at a run doing this.

/agree Shadeweaver's Shak Dratha are the easiest and highest yield.

If you're levelling an alt or just in the mood for something different, the aliens in Scarlet Desert aren't too horrible, but slower kills and lower yields.
