Trying to make Steel Guardian arrows.

I am halfling ranger that worships Karana. I am trying to make Steel Guardian arrows in my Surefall Fletching Kit... also tried the generic fletching kit. I am getting the "Can not combine" message. I'm using the recipe from the EQ Traders Corner database.
Steel Arrowhead, Bundled Steel Shaft, Steel Fletch, Small Groove Nock.

Is this recipe currently bugged?
